Michael Phillips may think he has the world's smallest penis — but he'll happily give away his title to anyone who thinks they might have a smaller member.

The 38-year-old North Carolina man told TMZ that he believes his .38-inch penis might be the tiniest in the world — but is up to compare sizes with anyone who believes they've got a smaller penis. Michael, who has been medically diagnosed with a micropenis, added that he doesn't believe there's a category for this at the Guinness Book of World Records, but he'd very well submit an entry if there was.

"I wanted to speak out and spread awareness that it was an actual medical condition," he told the outlet, adding that he first realized he had an issue when he was "talking to a girl in high school and she asked him how big it was" and he proceeded to give her a roundabout estimate, to which she "laughed and said, that's it?" Michael has also been vocal about his tragic love life due to the condition.

The 38-year-old also recently confirmed that he will undergo a penis-enhancing procedure in just a matter of days after raising money for the life-changing procedure via a GoFundMe page.

"I have a condition called Micropenis which causes me to be only 0.38 inches, which has made everyday tasks like using the restroom without making a mess is extremely difficult for me. Because of this, my doctor has advised that I must use pull-ups unless I can pursue a medical procedure to help increase the size and improve my ability to urinate," he explained on the page.

Since making numerous public appeals, Michael has shared a further update with his supporters about the fundraiser, which, at the time of writing, has raised $13,665.

He said, "Update: Because my story was recently shared in the media, this fundraiser has exceeded its original goal. Thank you to everyone who has donated!

In an interview with TMZ in February this year, the North Carolina native divulged more information on why he believes he has the smallest penis in the world.

"You've said that you have a 38-inch penis. Just from your hand, can you kind of demonstrate like how big or how small that would be?" the interviewer asked.

"It's probably like the size of my fingernail," he replied, noting that is the size when his penis is erect. "When it's flaccid, it's smaller than that," he explained.

The interviewer went on to ask how he knows he has the smallest penis in the world, to which he replied that he knows from "just like the research that I've done online."

He added, "I mean, I welcome anybody to come out there and beat me."

"Do you plan to enter in Guinness Book World Records or anything like that?" the interviewer asked, to which Michael replied, "I think I looked into it and I'm not really sure if they give out records for that sort of thing."

Additionally, he noted that there's jokes about how he must start an OnlyFans, to which the North Carolina native replied that he wasn't considering it, because there isn't "a high market" and "I wouldn't want to put myself out there like that."
